Hearing opened on community preservation proposals

The Community Preservation Committee held its first hearing Oct. 18 to consider 17 proposals for what is so far more than $556,000 in requests for money available under the Community Preservation Act.

   After about an hour of preliminary discussion among CPC members, the public hearing was continued until Tuesday, Nov. 19, at 7:30 p.m.

   The proposals under consideration are as follows:

Proposal 1: Preservation of Town Records

Amount: $20,000 from Historical Preservation

Sponsor: Town Clerk

Description: Restoration of the records in the basement vault. Need will be based on age of record, extent of damage, and importance of contents.

Proposal 2: Digitizing Records and Photos of the Hopkinton Historical Society

Amount:  $3,750 from Historical Preservation

Sponsor: Hopkinton Historical Society

Description: Will be provided at full application review.

Proposal 3: Hopkinton Public Library Heritage Quilt Framing

Amount: $9,300 from Historical Preservation

Sponsor: Hopkinton Public Library

Description: Project would frame Hopkinton Library Heritage quilt made by the Marathon Quilters Guild, the quilt honors early library donors as well as residents who contributed to the construction of the original library in 1895.

Proposal 4: Historic Headstone Restoration Phase IV

Amount: $10,000 from Historic Preservation

Sponsor: Hopkinton Cemetery Commission

Description: Continuation of Headstone Restoration project

Proposal 5: Conservation Restriction for 12 Parcels

Amount: $21,300 from Open Space and Recreation

Sponsor: HALT, Board of Selectmen, Conservation Commission and Open Space Preservation Commission

Description: Conservation Restrictions for 12 Parcels (Parcel examples include: 192 Hayden Rowe, Hughes Old Rail Bed, Granite Street (Open Space), Joseph Road, Daniels Road)

Proposal 6: Trailhead Signage

Amount: $4,500 from Open Space and Recreation

Sponsor: HALT

Description: Trailhead Signage at three locations: Peloquin Conservation Area, 22 School Street/Cheney Conservation Area and Wyckoff/Echo Trail

Proposal 7: Tree Aging

Amount: $900 from Open Space and Historical Preservation

Sponsor: Hopkinton Trails Club and Hopkinton Historical Commission

Description: The project would include measuring the age of up to five trees that are determined to be of historic age based on diameter.

Proposal 8: Dog Park

Amount: $150,000 from Open Space and Recreation

Sponsor: Parks and Recreation

Description: The project will benefit the dog owners of the community. CPA funding will be used along with private grant funding in the amount of $250,000 toward engineering, material and labor.

Proposal 9: Youth Lacrosse Wall

Amount: $25,000 from Recreation Sponsor: Parks and Recreation

Description: A lacrosse wall at the Fruit Street Fields

Proposal 10: Pine Field Irrigation

Amount: $25,000 from Recreation

Sponsor: Parks and Recreation and Hopkinton Little League

Description: Irrigation for this field would significantly improve Pine Field.

Proposal 11: Access and Development of the East Main Street Recreation Parcel

Amount: $50,000 from Open Space and Recreation

Sponsor: Parks and Recreation

Description: Provide access to a parcel that will be developed into athletic fields, walking trails and or other passive and active recreation options.

Proposal 12: Claflin Fountain Filtration System

Amount: $30,000 from Open Space and Recreation

Sponsor: Parks and Recreation

Description: The irrigation system would help the fountain run independently and will have a filtered water supply. This would prevent damage to the pump and internal features of the fountain

Proposal 13: EMC Playground

Amount: $260,000 from Recreation

Sponsor: Parks and Recreation

Description: Estimates for playground have been provided by Kopman.

Proposal 14: 180 and 182 Hayden Rowe – Purchase of 20.8 acres

Amount: TBD from Open Space, Historical Preservation and Recreation

Sponsor: Upper Charles Trail Committee

Description: Purchase of 20.8 acres of land between 180 and 182 Hayden Rowe

Proposal 15: Southern Parcel – Purchase

Amount: TBD from Open Space and Recreation

Sponsor: Upper Charles Trail Committee

Description: Purchase of a critical link from the Milford Town line that enters into Hopkinton for the Trail.

Proposal 16: Center School Evaluation, Design and Renovations

Amount: Undetermined (Max Allowed) from Historical Preservation

Sponsor: Town of Hopkinton

Description: Evaluate the existing conditions of Center School to develop accurate estimates for renovations. Evaluate the space requirement of Town/School Departments and develop several options for the use of Center School to house those departments short, medium and long-term.

Proposal 17: Town Hall Basement Evaluation, Design and Renovations

Amount: $200,000 from Historical Preservation

Sponsor: Town of Hopkinton

Description: Evaluate options for the basement of Town Hall to provide kitchen/meeting room area and accessible route, develop estimates for renovating the basement (HVAC, lighting, fire protection, IT, finishes, doors and windows), design and renovations.
