Select Board reviews, signs amended warrant for May 5 ATM
The Select Board on Tuesday night finalized and signed the May 5 Annual Town Meeting warrant. According to Assistant Town Manager Lance DelPriore, the motions for each article should be completed by the end of this week.
“Everything seems to be in line and on schedule,” DelPriore said.
He informed the board that two articles had been removed from the warrant — one involving authorized but unissued debt and the other regarding rezoning.
DelPriore explained that Chief Financial Officer Kyla LaPierre had communicated that much of the town’s unissued debt was being reallocated already and therefore the article would not be necessary this year.
“There’s a number of old projects with surplus capital that has been unused, some dating back to the ’90s. That’s being reallocated to specific projects,” he said.
The other removed article involved rezoning the corner of South Street and Hayward Street from residential lakefront to rural business. The Planning Board voted on Monday to remove the article from the warrant at the request of the applicant.
There now are 41 articles on this year’s Annual Town Meeting warrant. The majority of them focus on the fiscal year 2026 budget and capital expenses. An FY 26 article sponsored by the Select Board would establish a home rule petition to establish a special revenue account for economic development funds raised from a local meals excise tax approved at Special Town Meeting back in November.
Other articles focus on administrative concerns, land acquisition and zoning bylaw amendments. One article, put forth by Town Clerk Connor Degan, seeks to adjust the date and time of the Annual Town Meeting to make it more accessible for Hopkinton voters.
The Select Board also intends to present on an article that would transfer control of Center School to the board and authorize it to lease a portion of the building to “a nonprofit arts and/or community organization” based in Hopkinton. The article follows proposals to repurpose the building for community use.
